Position Summary
The Licensing Specialist is responsible for supporting Flynn Group’s multi-jurisdictional licensing and regulatory compliance activities. This position manages assigned licenses and permits throughout their lifecycle, including new applications, renewals, amendments, ownership or operational changes, and closures.
The Licensing Specialist works closely with internal business partners, regulatory agencies, and external vendors to ensure required licenses and permits remain current and compliant. The role requires strong organization, attention to detail, follow-through, problem-solving, and the ability to effectively manage multiple priorities and regulatory deadlines.
Essential Duties & Responsibilities
- Manage assigned state and jurisdictional licensing responsibilities, including business, health, operational, liquor, fire, environmental, and other permits and licenses as assigned.
- Prepare, submit, and monitor new license and permit applications, renewals, amendments, and other regulatory filings.
- Gather required supporting documentation, including corporate records, ownership information, floor plans, certificates, tax information, operational documentation, and other materials required by regulatory agencies.
- Proactively monitor expiration dates and renewal requirements to ensure licenses and permits are renewed timely and remain in good standing.
- Maintain accurate licensing records, documentation, expiration dates, application status, and agency correspondence within the department’s licensing systems and databases.
- Research federal, state, county, and local licensing requirements and communicate requirements to appropriate internal stakeholders.
- Communicate directly with regulatory agencies to resolve application questions, deficiencies, violations, notices, and other licensing matters.
- Review regulatory correspondence and promptly escalate potential compliance concerns, enforcement matters, missed deadlines, or other significant issues.
- Support licensing activities associated with new locations, relocations, acquisitions, ownership changes, operational changes, and closures.
- Coordinate with Operations and other business partners to obtain information and documentation necessary to complete licensing requirements.
- Support licensing due diligence and integration activities associated with acquisitions and new business initiatives.
- Process licensing-related invoices, fees, payment requests, and supporting documentation in accordance with company procedures.
- Maintain organized electronic licensing records and ensure final licenses and permits are appropriately distributed and retained.
- Respond timely and professionally to licensing inquiries from Operations, internal departments, regulatory agencies, and external partners.
- Partner cross-functionally with Operations, Procurement, Legal, Real Estate, Construction, Tax, Accounting, Accounts Payable, Risk, and other departments as necessary.
- Identify licensing issues, process gaps, recurring challenges, and opportunities to improve efficiency and compliance.
- Provide cross-coverage and support to other members of the Licensing Team during high-volume periods, absences, acquisitions, and other business needs.
- Stay informed of changes in licensing requirements and regulatory processes within assigned jurisdictions.
- Perform additional licensing, compliance, and administrative responsibilities as assigned.
Qualifications & Experience
- High school diploma or equivalent required; associate or bachelor’s degree preferred.
- Previous experience in licensing, regulatory compliance, legal administration, government relations, restaurant/hospitality operations, or a related field preferred.
- Experience working with government agencies and multi-jurisdictional regulatory requirements is preferred.
- Strong organizational and time-management skills with the ability to manage multiple deadlines simultaneously.
- Strong analytical, research, and problem-solving skills.
- Exceptional attention to detail and commitment to accuracy.
- Strong written and verbal communication skills.
- Ability to independently research requirements, collect and analyze information, and determine appropriate next steps.
- Demonstrated ability to follow through on assignments and proactively communicate potential issues.
- Ability to work independently while effectively collaborating within a team and across multiple departments.
- Ability to build productive working relationships with internal stakeholders, regulatory agencies, and external partners.
- Proficiency with Microsoft Word, Excel, Outlook, and other business applications; ability to quickly learn licensing databases and company systems.
- Ability to work effectively in a fast-paced environment supporting a large, geographically dispersed organization.

Success in this position is demonstrated through timely license and permit renewals, accurate and complete applications, proactive management of regulatory deadlines, effective resolution and escalation of licensing issues, accurate recordkeeping, strong internal partnerships, and consistent ownership of assigned responsibilities.
